Both: set a rule that silence ends at 24 hours. Write it down while you are happy. Whoever is less wounded speaks first, and it counts as strength, not surrender. Without this rule, you will lose entire weeks to a disagreement about a dinner invitation.
And stop keeping score. You both do it, quietly, and you both think the other one is ahead.
